






On October 5, 2025, the Development and Reform Bureau of Nanhai District, Foshan City, issued the "Announcement on the Implementation of the Hydrogen Two-Wheeler Industry Demonstration Project," announcing the implementation of the hydrogen two-wheeler industry demonstration project throughout the district, which will have a profound impact on the development of the hydrogen energy industry in Nanhai District.
The announcement clearly states that by the end of 2025, no fewer than 15,000 hydrogen two-wheelers will be deployed across the district; by the end of 2026, a cumulative total of 40,000 hydrogen two-wheelers will be deployed. The demonstration operation period for the project is from the date of the announcement until the end of 2030. This plan provides clear goals and a timeline for the development of the hydrogen two-wheeler industry.
I. The Hydrogen Two-Wheeler Industry Ushers in an Opportunity for Large-Scale Deployment
The deployment targets set in the announcement directly provide significant room for large-scale development of the hydrogen two-wheeler industry. Achieving the goal of a cumulative deployment of 40,000 units by the end of 2026 means that a high deployment pace must be maintained over the next two years, which will provide long-term and certain market demand for the entire industry chain—from the production of hydrogen fuel cell power systems to vehicle manufacturing, operation, and supporting hydrogen refueling infrastructure. This policy direction aims to accelerate the application and promotion of hydrogen energy in the transportation sector, supporting the green transition in transportation by strengthening the hydrogen two-wheeler industry.
II. Technical Specifications Set Standards for Industry Development
The project sets clear requirements for the hydrogen fuel cell power systems of the deployed hydrogen two-wheelers. They must comply with the "Technical Requirements for Fuel Cell Power Systems for Electric Two-Wheelers" (T/CAB 0151-2022), with a fuel cell rated power ≥280W, hydrogen storage capacity ≥60 grams, hydrogen release rate ≥90%, and a driving range ≥55 km. Other relevant technical specifications, apart from the hydrogen fuel cell power system, shall follow the "Safety Technical Specification for Electric Bicycles" (GB17761-2024). The establishment of these technical specifications will guide enterprises to increase investment in technology R&D, promote continuous improvement and standardization of hydrogen two-wheeler technology, and ensure the healthy and orderly development of the industry.
III. Total Quantity Control Ensures Orderly Industry Development
To ensure the orderly development of the hydrogen two-wheeler industry demonstration project and achieve the rational allocation of hydrogen energy demonstration applications and resources, the total number of hydrogen two-wheelers deployed in this project is capped at 40,000 units, based on the deployment of existing vehicles. Once the deployment quota is full, no further deployment applications will be accepted. This measure will prevent excessive market competition and resource waste, help optimize the industrial layout, ensure the sustainable development of the industry, enable more efficient use of limited resources, and promote the high-quality development of the hydrogen two-wheeler industry in Nanhai District.
The implementation of the hydrogen two-wheeler industry demonstration project reflects Nanhai District's firm support for the development of the hydrogen energy industry. All relevant departments and enterprises are expected to formulate specific implementation plans and supporting measures accordingly, jointly promoting the implementation of this project, assisting Nanhai District in building the "Hydrogen Energy Industry Capital of China," and providing a demonstration for the global hydrogen energy industry development.
